    On page 290 of the System and Interfaces Issue 4, Version 2 it
    states, "The nel argument is an estimate of the maximum number
    of elements that the table will contain. This number may be
    adjusted upward by the algorithm in order to obtain certain
    mathematically favourable circumstances".

    Our algorithm adjusts upward to an unbounded number of elements
    so that NULL is only returned when memory is exhausted.
    We believe that this is a mathematically favourable circumstance
    and that our implementation conforms and that the test is invalid.
    Test Output
    Test Description:
    hsearch() returns a NULL pointer if an item needs to be ENTERed into a
    hash table which is full (Note: the size of a hash table is not known;
    the test fills the hash table until a NULL is returned).
    Test Strategy:
    SET UP hash table which is NULL terminated
    SEARCH hash table using hsearch(item, ENTER)
    VERIFY that hsearch() returns NULL
    Test Information:
    hsearch did not return expected value
