    The test attempts to conjure an invalid "cmd" argument to fcntl by
    adding together all of the documented available fcntl values to produce
    a value that is (hopefully) bogus.
    On our system this value is just fine. We can coerce the test to fail
    in the prescripted manner by defining BAD_CMD to be -1.
