    Our pseudo-terminals do not have buffered output queues when output is
    stopped and we have indicated this by setting VSX_TERMIOS_BUFFERED=N.
    This test does not check this configuration variable and does a
    tcflow(tty_fildes, TCOOFF) followed by a write() to tty_fildes. The
    write() will block on our implementation because output was suspended.

    This test should respect the setting of VSX_TERMIOS_BUFFERED and not
    perform the tcflow(tty_fildes, TCOOFF) if terminal output queues are
    not buffered. Similar processing is done correctly for tests such as
    in POSIX.os/devclass/i_close but it is not correct in
    POSIX.os/files/creat or POSIX.os/files/open.

    Test Description:
    For the XNFS specification:
    Not in use.
    For the XSH specification:
    When a call to open(path, oflag) is made with the O_TRUNC flag set
    in oflag and path refers to a FIFO special file or a terminal
    device file, then the result of the call to open() is the same as
    with the O_TRUNC flag clear.
    Note: The terminal device file case is not tested in XPG3 mode.
