1.3.4 Enhanced Internationalisation
"An implementation that claims conformance to this Feature Group shall
set {_XOPEN_ENH_I18N} to a value other than -1. An implementation
that does not claim conformance to this Feature Group shall set
{_XOPEN_ENH_I18N} to -1."
An implementation can provide their own (nonconforming) version of
enhanced internationalisation features, provided {_XOPEN_ENH_I18N}
is set to -1.
Although {_XOPEN_ENH_I18N} is set to -1, the above mentioned tests
continue to call strptime or wcsftime. The tests expect the functions
return ENOSYS (This function is not implemented). It is not always true
that when an implementation that does not claim conformance to this
Feature Group also do not implement the enhanced internationalization
