    test9 in POSIX.os/devclass/tcsendbrea/tcsendbrea.c Rel 4.2.4 expects the use
    of tcsendbreak() to provoke a SIGINT, line 1396 says:

    /* We should receive SIGINT */

    It checks for this by setting up a signal handler (called sigbreak) and then
    after calling tcsendbreak() it checks that the signal handler has
    incremented its count of activations (sigbreak_rcvd). Unfortunately, the
    code specifically checks for a return value of SYSERROR from tcsendbreak()
    and when such a return value is encountered it skips one of its PATH_TRACE
    calls.

    What happens is that tcsendbreak() does indeed return SYSERROR (with errno
    set to EINTR indicating that the system call was interrupted by the expected
    SIGINT) and at the end of the test, the expected number of calls to
    PATH_TRACE is one short.

    The tcsendbreak() action seems to be performing exactly as expected.
    I would say there is a bug in the test suite.
