    UniSoft has already determined this (err.4.2.4.003) as a test defect
    and fixed it (Moved %t test code to before setlocale() call.) on 12/1/92.

    The problem was :
    Test3 tests "match any whitespace character sequence" using format - "%t" with
    buf - "\t \t ". Also, setlocale (LC_ALL, "VSX4L1") was invoked prior to
    strptime.

    In VSX4L1, only \x40 is defined as space. Thus, \t is not a space. According
    to XSH strptime() p.429, a directive composed of white-space characters is
    executed by scanning input up to the first character that is not white space,
    nor until no more characters can be scanned. Therefore, we believe test3 needs
    to be modified or removed.
