    Test 3 fwrites a buffered file, and expects an error to be returned
    when ulimit is exceeded. The problem is that a successful fwrite return
    does not guarantee that when the buffer is flushed that all the bytes
    will fit in the file. Only when the file is fclosed (test 3 did not
    verify this), the error EFBIG is returned.

    then the error indicator for the stream is set.
