    These tests report failure since EMFILE is returned when ENFILE
    is expected. The test suite is in error in that it performs all
    its opens from the same process which results in the maximum opens
    for a process being reached before the system wide limit, hence
    the "wrong" error is returned.

    The failure is the same as that reported on waiver request W042.
