This test fails since the INVALID_WC in wchars.cfg is not
    recognised as invalid by wctomb.
Our implementation has no value which can be stored in a wchar_t
    which is invalid.

This test fails for the same reason as our waiver request W057.

    Review Recommendation No Resolution Given
    Review Response
While I am surprised that all values that can be stored in a wchar_t
give rise to valid multi-byte sequences, I recognise that the test suite
does not allow for this situation.

This is accepted as a test suite error and a permanent waiver is recommended.
