    The test is in error expecting -1.

    The test does the following :-
    1. prepare_tests() calls termios_prep to initialise the ioctl
    values for tty and loop.
    2. prepare_tests also sets TOSTOP and unsets ICANON (in c_lflag)
    and resets VMIN and VTIME in c_cc for tty.
    3. The test calls tty_init to set up the attributes for tty and
    then sets the invalid c_cflag.
    4. The call to tcsetattr then returns 0, not because the c_cflag
    has been set, but because it is also resetting c_lflag and
    c_cc to their initial setting of stage 1 above.
