    The UniSoft reference for this error is err.4.2.3.088.

    This test reports unresolved when it fails to find a non-printing
    wide character in the cfg.iswcntrl array.
    For an implementation which does not support any locale with wide
    characters of a size greater than one byte, the cfg.iswcntrl only
    contains the 0 character. The test should report unsupported.
